Jasper County Moratorium Update
On February 28, 2007, Ward Edwards met with
Intended Benefits of Moratorium
:
o
Full Land Development Regulations and Zoning Ordinances will be implemented.
o
Development is to be centered around Ridgeland and Hardeeville.
o
Certain areas of
o
o
Natural Resources:
o
o
Natural Resources will be reviewed as a step in the County process.
o
NCRS has written a plan/map and that will be incorporated into the Zoning Map.
o
Surveys must be on state plane.
o
Tree sizes & species will be an issue but the details are still in draft.
Submittals:
o Digital boundary submittals will be required on all projects to populate new Jasper
o
Geotechnical Engineering will be required on all projects.
o
Complete site engineering drawings will be required on all projects
o Traffic Studies will be required on projects that exceed a specific trip number. (Trip
Number not yet available.)
o
Fee schedule will be similar to that of
the City of
o
Checklists will be developed for the submittal process and for the closeout process.
Projects not impacted by Moratorium:
o
Minor Subdivisions (4 parcels or less)
o
Commercial Construction less than 10,000 sq. ft.
o
Projects that do not negatively affect traffic flow
Moratorium Timeline:
o
Feb 2. Planning Commission comments to staff
o
March 2 Submittal to Planning Commission of 2nd Draft by staff and consultants
o
March 9-10 Planning commission workshop to review 2nd Draft
o April 2 Combined presentation to JPA-City Council & Planning Commissions an
County Council (tentative)
o April 10 Planning Commission forwards the Draft Ordinances with
recommendations
o
April 16
o
May 7 1st read
o
May 21 Public Hearing and 2nd read of Ordinances
o
June 4 3rd read of Ordinances
o
June 18 Moratorium lifted
